WHEREAS, an independent inquiry commission to investigate the incident occurred in Gambella Regional State on December 13, 2003, was established by Proclamation No. 398/2004;
WHEREAS, the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia has assumed the responsibility of fulfilling the necessary staff, office, and budget of the commission under Article 6 of the proclamation;
WHEREAS, for the commission to discharge the responsibility vested upon it, the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia has to approve the budgetary requirements of the commission;
WHEREAS, the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia at its 41st regular session held on 6th July 2004 has accepted and ratified the budget;
NOW, THEREFORE, in accordance with Article 55 Sub-Articles (1) and (10) of the Constitutionof the Federal DemocraticRepublic of Ethiopia is here by proclaimed as follows:
