WHEREAS, the Protocol Agreement on Port Sudan Utilization between the Government of the Federal Democratic Republic of Ethiopia and the Government of Republic of the Sudan was signed in Khartoum on the 5th day of March, 2000;
WHEREAS, the House of Peoples’ Representative of the Federal Democratic Republic of Ethiopia has ratified the said Agreement at its session on the 3rd day of July, 2003;
NOW, THEREFORE, in accordance with Article 55 Sub Article (1) and (12) of the Constitution, it is hereby Proclaimed as follows:
