In accordance with the international instruments (UNTOC, Palermo Protocols, GCM), Proclamation No. 1178/2020 established a National Council (NC) to coordinate the migration governance and to prevention and supress the crimes of TiP and SoM in particular.
The National Council, chaired by the FDRE Deputy Prime Minister and accountable to the Prime Minister, comprises relevant federal government institutions, regional governments, religious institutions, and other stakeholders nominated by the DPM.
The Proclamation also established an operational coordination mechanism at the federale level led by our Ministry – the National Partnership Coalition” (NPC) which is accountable to the National Council.
The NPC includes federal government institutions, religious institutions, media, civil society organizations, and international organizations. The NPC Internal Structure and Working Procedure Directive No. 563/2021 outlines the members, internal structure, and working procedures of the NPC. Under this directive, the NPC consists of six thematic working groups (TWGs):
Awareness Creation Working Group (chaired by Ministry of Women and Social Affairs)
Crime Prevention and Law Enforcement Working Group (chaired by the Attorney General’s Office within the Ministry of Justice)
Victim Protection and Overseas Employment Promotion Working Group (chaired by the Ministry of Labour and Skills)
Migration Data Administration Working Group (chaired by Ethiopian Statistics Service)
Diaspora Engagement and Development Working Group (chaired by the Ethiopian Diaspora Service)
Migration Research Working Group (chaired by the Ministry of Education)
Our Secretariat is a statutory department established by the Proclamation to coordinate and support the NPC, the TWGs and its members so that they can undertake their functions and responsibilities. Moreover, it is serving as a de-facto secretariat for the NC. To mention some of its functions, by coordinating institutions

Develop directives
Conducting researches
Coordinate the thematic aspects of migration
Prepare programs and action plans
Implement and follow up implementation when approved by the NPC and the NC

Supporting the regional states
Organizing/conducting annual and biannual planning and implementation review meetings for the NC, NPC and the TWGs
