WHEREAS it is necessary to establish a system that ensure the efficiency of operations at the polling station and constituency levels and to Effectively resolve complaints; WHEREAS it is appropriate to create a system that qualifies women, persons with disabilities, and youth to vote and stand as candidates in order to enhance their political participation and to align with international electoral principles; WHEREAS it is necessary to provide Political Parties with the opportunity to correct their wrongdoings in a fair and proportionate manner;

WHEREAS the implementation of technology helps to conduct cost effective, efficient, trustworthy election and reduce improper acts in election; NOW, THEREFORE, in accordance with Article 55 Sub Article (1) of the Constitution of Federal Democratic Republic of Ethiopia it is hereby proclaimed as follows.
