WHEREAS, a Loan Agreement, between the Federal Democratic Republic of Ethiopia and the Export-Import
Bank of China stipulating that the Export-Import Bank of China provide to the Federal Democratic Republic of
Ethiopia a loan in an amount not exceeding USD 349,000,000 (three hundred forty nine million United States Dollars) for financing the Addis Ababa Adama Toll Motorway Design and Build Road Project, was signed in
AddisAbaba on the 8th day of November 2009;
WHEREAS, the House of Peoples’ Representatives of the Federal Democratic Republic
of Ethiopia has ratified the said Financial Agreement at its session held on the 26 day of November, 2009;
NOW, THEREFORE, in accordance with Article 55 sub-article (1) and (12) of the
Constitution it is hereby proclaimed as follows:
