ወቅቱን ያገናዘበ፣ ቀልጣፋ፣ ግልጽና ተጠያቂነት የሰፈነበት የመድኃኒት ፍላጎትና ክምችት፣ መጋዘን አያያዝ እና ስርጭት አስተዳደር እና የአሰራር ስርአት መዘርጋት አስፈጋላጊ ሆኖ በመገኘቱ፤ የአገልግሎቱ ማቋቋሚያ አዋጅ መቀየሩን ተከትሎ አዲስ አደረጃጀትና የአሰራር ስርአት የተዘረጋ እንዲሁም የመረጃ ስርአት በመቀየሩ ቀደም ሲል በስራ ላይ የነበሩ መመሪያዎችን በአዲስ መተካት አስፈላጊ በመሆኑ፤ የኢትዮጵያ መድሃኒት አቅራቢ አገልግሎት በኢትዮጵያ መድሃኒት አቅራቢ አገልግሎትና ፈንድ ማቋቋሚያ አዋጅ ቁጥር 1354/2017 አንቀጽ 28(2) መሰረት ይህን መመሪያ አውጥቷል፡፡

Whereas it has become necessary to put in place a timely, efficient, transparent, and accountable pharmaceutical demand, inventory, warehouse, and distribution management and operating system; Whereas, following the change of the service’s establishment proclamation, a new organizational structure and operating system have been put in place, and the information system has also been changed, making it necessary to replace the directives previously in effect with new directive; The Ethiopian Pharmaceuticals Supply Service has issued this directive pursuant to Article 28(2) of the Ethiopian Pharmaceuticals Supply Service and Fund Establishment Proclamation No. 1354/2017.
