የአዲስ አበባ ከተማ አስተዳደር የመንግስት መስሪያ ቤት ህንፃዎች ወጥ የሆነ ስታንዳርድ እንዲኖራቸው፣ የመንግስት መረጃዎችን በዘመናዊ መልክ አደራጅቶ ለመያዝ፣ ህንፃዎችን ለመንግስት ተቋማት ፍትሃዊ በሆነ መልኩ ለመደልደል እና የህንፃ ኪራይን በግልፀኝነት ለማከናወን የሚያስችል የአሰራር ሥርዓት መፍጠር በማስፈለጉ፤ የመንግስት መስሪያ ቤት ህንፃዎችን ወጥ በሆነ መልኩ ለማልማት፣ ለህንፃዎች ወቅቱን የጠበቀ ጥገና፣ እድሳትና ወቅታዊ የህንፃ እርጅና ቅናሽ መስራት እና ወቅታዊ የቢሮ ኪራይ ዋጋ ጥናት በማድረግ የኪራይ ወጪን መቀነስ በማስፈለጉ፤ የአዲስ አበባ ከተማ አስተዳደር የመንግስት ንብረት አስተዳደር ባለሥልጣን በአዲስ አበባ ከተማ አስተዳደር አስፈፃሚ አካላትን ሥልጣንና ተግባር ለመወሰን በወጣው አዋጅ ቁጥር 84/2016 አንቀጽ 16(2)(ሠ) መሠረት ይህን መመሪያ አውጥቷል፡፡

WHEREAS, it is necessary to establish a system which ensures uniform standards for government office buildings of Addis Ababa City Administration, to organize and maintain government information in a modern manner, to equitably allocate buildings for government institutions, and to ensure the transparency of building rents;
WHEREAS, it becomes necessary to uniformly develop government office buildings, undertake timely maintenance, renovation, and periodic depreciation assessment of the buildings, and reduce rental costs by conducting periodic studies of prevailing office rental rates; NOW, THEREFORE, Addis Ababa City Government Public Property Administration Authority has issued this Directive pursuant to Article 16(2)(e) of the Addis Ababa City Government to Re-specify the power and duties of the executive organs Proclamation No. 84/2023.
