WHEREAS, a Loan Agreement, between the Govemment of the Federal Democratic Republic of Ethiopia and the Government of the Italian Republic stipulating that the Government of the Italian Republic Provide to the Federal Democratic Republic of Ethiopia a loan in an amount not exceeding 220,000,000 Euros (Two hundred twenty million Euros) for financing Gilgel Gibe II Hydro Electric Project was signed in Addis Ababa on the 4th day of April 2005;

WHEREAS, the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia has ratified said Loan Agreement at its session held on the 13th day of October, 2005;

NOW, THEREFORE, in accordance with Article 55 Sub Articles (1) and (12) of the Constitution, it is hereby proclaimed
