The Government of the Federal Democratic Republic of Ethiopia and the Government of the Republic of the Sudan hereinafter referred to as the “Parties”:

Considering that illegal migration and human trafficking constitute a grave threat to the security, stability and peace of the two countries;

Aware of the need to respect fundamental rights as enshrined in regional and international instruments of human rights;

Recalling existing bilateral agreements between the two parties in the area of security and the movement of goods and persons;

Based on the desire and need to strengthen cooperation between the two countries in this area;

Have agreed as follows:
