በሀገሪቱ ውስጥ ለእንስሳት ተገቢውን የጤና አገልግሎት ለመስጠት እንዲያስችል የእንስሳት መድኃኒት ጥራት ደኅንነት እና ፈዋሽነትን በማረጋገጥ ተመዝግቦ ጥቅም ላይ እንዲውል ማድረግ አስፈላጊ በመሆኑ፣

የእንስሳት መድኃኒትን ለመመዝገብ የሚያስፈልጉ ቅድመ ሁኔታዎችንና ሰነዶችን በተመለከተ በሕግ መደንገግ አስፈላጊ በመሆኑ፣
ግልጽና ተጠያቂነት የሰፈነበት የእንስሳት መድኃኒት ምዝገባ ስርዓት መዘርጋት አስፈላጊ በመሆኑ፣

በሀገሪቱ መሠረታዊ የእንስሳት መድኃኒቶች እና እጥረት የሚታይባቸዉን የእንስሳት መድኃኒቶች ምዝገባ ለማሳለጥ የሚያስችል ስርዓት መዘርጋትና በሕግ መደገፍ አስፈላጊ ሆኖ በመገኘቱ፣

በእንስሳት መድኃኒትና መኖ አስተዳደርና ቁጥጥር አዋጅ ቁጥር 728/2004 አንቀጽ 4 እና 28 መሠረት ይህ መመሪያ ወጥቷል፡፡

WHEREAS, it is found necessary that veterinary drugs of proven safety, efficacy and quality are registered and used to provide appropriate animal health care in the country;

WHEREAS, it is found necessary to provide legal ground on preconditions and documents required for registration of veterinary drugs;

WHEREAS, it is found necessary to create a transparent and accountable veterinary drug registration system;

WHREAS, it is found necessary to create a system and provide legal ground that facilitates the registration of and to improve access to essential veterinary drugs and veterinary drugs for unmet need in the country;

NOW, THEREFORE, in accordance with Article 4 and 28 of veterinary drugs and feed Administration and control Proclamation No. 728/2011, it is hereby this directive is issued.
