የአገሪቱ የሎጂሰቲከስ ዘርፍ አፈጻጸም ወደ ተሻለ ደረጃ ለማደግ የመልቲሞዳል ትራንስፖርት አገልግሎትን ለግል ባለሃብት ክፍት እንዲሆን በማድረግ ጠንካራና ተወዳዳሪ አገልግሎት ሰጪ እንዲፈጠር ማድረግ እንዲሁም ዘርፉ በወድድር እንዲራ ማቻል አስፈላጊ ሆኖ በማኘቱ፤

የአገሪቱ ዓለም አቀፍ የገቢ እና የወጪ ንግድ ዕቃ ከጊዜ ወደ ጊዜ በከፍተኛ ሁኔታ በዓይነትም ሆነ በማሽን እያደገ መጥቷል፡፡ በመሆኑም የአገሪቱ የዓለም አቀፍ ንግድ ዕቃ በአንድ የመልቲሞዳል ትራንስፖርት አከናዋኝ አገልግሎቱን በበቂ ሁኔታ ተደራሽ ማድረግ እንደማይቻል በሙታኑ፤

በመንግሥት የልማት ድርጅት የተያዘ የመልቲሞዳል ትራንስፖርት አገልግሎት ለግል ባለሃብቱ ክፍት በማድረግ አገልግሎቱ በወድድር እንዲማረት በማስቻል የተገልጋዩንና የሕዝብን ተጠቃሚት ትብሉም የአገልግሎት ጥራትንና ተደራሽነትን ሚጋገጥ አስፈልጓል።

Whereas, the necessity to enhance the performance of the logistics sector, create efficient and strong service providers, and realize a competition-led sector requires opening up the multi-modal transport system;

Whereas, the country’s import and export trade increased significantly from time to time by type and volume and consequently, it is believed that the realization of effective multi-modal transport service by the sole operator is not possible;

Whereas, the necessity of opening multi-modal transport service that has been restricted to public enterprise to private investors to ensure that customers and the public at large are benefited from the quality of service, competition, and accessibility to it;

Whereas, increasing the number of multi-modal transport service providers is believed to have a significant contribution in reducing the country’s foreign currency expenditure related to international import and export trade transport cost, dwell time, and storage at seaport;

NOW THEREFORE, in accordance with the commercial registration and licensing proclamation no. 980/2016 Article 21 (4) (j) and exercising the power bestowed upon it by proclamation no. 549/2007 Article 18 (b) of maritime sector administration, the Ministry of Transport issued this directive to determine the issuance of multi-modal transport operators’ commercial licensing and certification of competency.
