የብሔሮች፣ ብሔረሰቦችና ሕዝቦች የኪነጥበብ ፈጠራዎች በተሻለ ጥበባዊ የተለያዩ ብቃትና መጠን ተደራሽ ለማድረግ ተገቢውን የማበረታቻ እና የክፍያ ስርዓት መዘርጋት አስፈላጊ በመሆኑ፣

ሀገሪዊ ይዘት ያላቸው የላቁ ሥራዎች ለህብረተሰቡ በማቅረብ ኪነጥበብ ለሀገሪቱ ማኅበራዊ፣ ምጣኔ ሀብታዊና ፖለቲካዊ እድገት ያለውን አስተዋጽኦ ማሳደግ አስፈላጊ ሆኖ በመገኘቱ፣

ብቃት ያላቸው የፈጠራ ስራዎች እጥረት ለመቅረፍ ለሚቀርft የኪነጥበባዊ የፈጠራ ስራዎች ወቅቱን ያገናዘበና አበረታች የፈጠራ ክፍያ መፈፀም አስፈላጊ ሆኖ በመገኘቱ፣

የኪነጥበብ ባለሙያዎች ለሙያው ለሚያበረክቱት የፈጠራ አስተዋጽኦ የማበረታቻ ክፍያ በመፈፀም ባለሙያዎቹ በላቀ ሙያዊ ትጋት ኃላፊነታቸውን እንዲወጡ ማስቻል አስፈላጊ በመሆኑ፤

ቴአትር ቤቱ በሚያቀርባቸው ኪነጥበባዊ ስራዎችና በሚሰጣቸው አገልግሎቶች የዜጎችን ተጠቃሚነትና እርካታ ማሳደግ አስፈላጊ ሆኖ በመገኘቱ፤

የፈጠራና የማበረታቻ ክፍያ አፈፃፀም የሚስተዋሉ የአሠራር ክፍተቶችን ላይበማስወገድ ወጥነት፣ ተጠያቂነት፣ ግልጽነትና ፍትሃዊነት የሰፈነበት የአሠራር ሥርዓት መፍጠርበመሆኑ፣

አስፈላጊ የባህልና ቱሪዝም ሚኒስቴር የኢትዮጵያ ፌደራላዊ ዲሞክራሲያዊ ሪፐብሊክ ሥልጣንና ተግባር እንደገና ለመወሰን በወጣው አዋጅ ቁጥር 1097/2011 አንቀጽ 30 ንዑስ አንቀጽ 5 መሠረት ይህን መመሪያ አውጥቷል፡፡

WHEREAS, it is necessary to avail high level of artistic works of peoples, nation and nationalities by paving proper incentive and payments mechanism;

WHEREAS, it is necessary to use creative arts in the national development by presenting best artistic works for the societies containing national contents;

WHEREAS, it is necessary to create timely and encouraging payment for creative works to solve the scarcity of competent creative arts;

WHEREAS, it is necessary to pave proper payment modalities for art professionals to make them contribute with professional diligence;

WHEREAS, it is necessary to develop satisfaction and ensure benefit of citizens by the presentation of creative arts and provision of services by the theatre house;

WHEREAS, it is necessary to create uniform, accountable, transparent, and fair working procedure by avoiding problems observed on the implementation of creative and incentive payment system;

NOW, THEREFORE, the ministry of culture and tourism, as per proclamation no. 1097/2018 Article 30 [5], has adopted this directive as follows:
