የጤና ባለሙያዎች የሚሰጡት አገልግሎት ደረጃውን የጠበቀና ህብረተሰቡን ተጠቃሚ የሚያደርግ መሆኑን ማረጋገጥ አስፈላጊ በመሆኑ፤ የጤና ባለሙያዎችን ፈቃድ የምዝገባ፤ የሙያ አሰጣጥና የቁጥጥር ስርዓቱን ማጠናከር አስፈላጊ በመሆኑ፤ የጤና ባለሙያዎችን ምዝገባ፤ ሙያ ፈቃድ አሰጣጥና ቁጥጥር እንደሀገር ወጥ የሆነ አሠራር መከተል አስፈላጊ በመሆኑ፤

ከደረጃና ደመወዝ ጋር ተያይዞ ቀደም ብሎ ይሰራበት የነበረው የጤና ባለሙዎች ተፈላጊ ችሎታ መመሪያ በሲቪልሰርቪስ ኮሚሽን የስራ ምዘናና ደረጃ አወሳሰን መመሪያ በመሻሩ ምክንያት አዲስ ሊያሰራ የሚችል መመሪያ ማዘጋጀት በማስፈለጉ፤

በመሆኑም በኢትዮጵያ የምግብ፣ የመድኃኒትና ጤና ክብካቤ አስተዳደር እና ቁጥጥር አዋጅ ቁጥር 661/2002 አንቀጽ 55 (3) እና የምግብ እና መድኃኒት አስተዳደር አወጅቁጥር 1112/2011 አንቀጽ 73 እና ደንብ ቁጥር 299/2006 አንቀጽ 98 መሠረት ይህ መመሪያ ወጥቷል፡፡

Whereas it is important to ensure that the services provided by health professionals are standardized and benefit the community;

Whereas it is important to strengthen the registration, licensing, and regulatory system of health professionals;

Whereas, it is important to establish a nationally uniform system of registration, licensing, and regulation of health professionals;

Whereas it is important to prepare an updated directive based on the replaced Civil Service Commission’s job evaluation and grading guideline, and the need to develop a new one;

Now, therefore, this directive under Article 55 (3) proclamation No. 661/2002 of the Ethiopian Food, Drug and Healthcare Administration and Control and the Food and Drug Administration has issued this directive under Article 73 of Proclamation No. 1112 / 2011 and Article 98 of Regulation No. 299/2006.
