በቴክኒክና ሙያ ሥልጠና ስትራቴጂ አጠቃላይ ዓላማ አግባብነት፣ ጥራት፣ ተደራሽነትንና ፍትሃዊነትን ማእከል ያደረገ ሥልጠና በመስጠት ብቁ፣ ሥራ ፈጣሪ፣ ራሱን ከስራ ገበያ ፍላጐት ጋር የሚያስማማ፣ በሀገሪቱ የድህነት ቅነሳና ማኅበራዊ ልማት ላይወሳኝሚና የሚጫወት የሰው ኃብት ማፍራት ቅድሚያ የሚሰጠው ተግባር በመሆኑ፤

ቀጣሪዎች ከሰልጣኞች አጠቃላይ ብቃት ባለፈ አንዱ ሰልጣኝ ከሌላው በምን ያህል የዕውቀት፣ የክህሎት እና የስራ ተነሳሽነት ደረጃ ብቁ እንደሆነ መለያ ባለመኖሩ ለረጅም ጊዜ ሲነሳ የቆየውን ጥያቄ ለመመለስ እንዲሁም በሰልጣኞች መካከልም የውድድር መንፈስ ለማዳበር የተቋም የውስጥ ምዘናና ውጤት አሰጣጥ ስርዓት መዘርጋት አስፈላጊ ሆኖ በመገኘቱ፤

የቴክኒክና ሙያ ሥልጠና ስርዓት መደበኛ በሆነው ሥልጠና የሰልጣኞችን እውቀት፣ ክህሎት እና የስራ ተነሳሽነት ብቃትን በተቋም ውስጥ በማረጋገጥ ለብሔራዊ የብቃት ምዘና ማዘጋጀት የሚያሥችል የተቋም የውስጥም ምዘና ማስተግበሪያ መመሪያ ማዘጋጀት ወሳኝ በመሆኑ፤

በቴክኒክ እና የሙያ ትምህርትና ሥልጠና አዋጅ ቁጥር 954/2008 አንቀጽ 6(1) መሠረት የሀገር አቀፍ ቴክኒክና ሙያ ትምህርትና ሥልጠና የብቃት ማዕቀፍ የተሟላ፣ ለሁሉም ሙያዎች የሚያገለግል እና በየደረጃው ለይቶ ለመመደብ መሟላት የሚጠበቅባቸውንመመዘኛዎች የያዘ ሆኖ እንዲደራጅ በማስፈለጉ፤

በኢትዮጵያ ፌደራላዊ ዴሞክራሲያዊ ሪፐብሊክመንግሥት አስፈፃሚ አካላትን ሥልጣንና ለመወሰን የወጣ ተግባርን PC PC 1263/ 2014 አንቀጽ 19(4) እና 25(2) ላይ ለስራና ክህሎት ሚንስቴር በተሰጠው ሥልጣን መሠረት ይህ መመሪያ ወጥቷል፡፡

WHEREAS, it is believed that the over al I objective of the TECHNICAL AND VOCATIONAL TRAINING strategy is to provide competent, entrepreneurial, self-reliant, labor-intensive, and man power-enhancing human resources that will play a key role in the country’s poverty reduction and; social development;

WHEREAS, it is accepted that much has been done over the years to ensure that our training system is guided by the needs of the industry based on natural and created opportunities or resources (natural and man-made) of the area; employers have no clue about how much knowledge, skills, and motivation one trainee has over the other and thus, a need comes to answer this long-standing question and to develop a spirit of competition among the trainees, establishing Institute evaluation and grading system;

WHEREAS, in the Technical and Vocational Training System in the regular training program, it is important to develop an Institute Internal Assessment Implementation Guidelines for the preparation of national competency assessments by validating the knowledge, skills and motivation of the trainees in the Institutes;

WHEREAS, the technical and vocational education and training proclamation no 954/2016 was issued anational technical and vocational education training qualification framework shal be organized in comprehensive manner, serves to all competences in all sectors and defines the levels and requirements to eath competence.

This Directive was issued in accordance; with the authority given to the Ministry of Labor and Skills by Proclamation No.1263/2014 and subtitle to determine the powers and functions of the executive organs of the Federal Democratic Republic of Ethiopia.
