እዉቅና ያገኙ ስደተኞች እና ጥገኝነት ጠያቂዎች ከተረጂነት ወጥተው ምርታማና ራሳቸው የቻለ እንዲሆኑ፤የአካባቢ ማኅበረሰብ የኑሮ ሁኔታ የማሻሻል እንዲሁም የጋራ የኢኮኖሚ ተጠቃሚነትን የማረጋገጥ የስደተኞች ጉዳይ አዋጅ ቁጥር 1110/2011 አንቀጽ 26 የስደተኞችን እና ጥገኝነት ጠያቂዎችን የመሥራት መብት የደነገገ በመሆኑ ይህንን ድንጋጌ በአግባቡ የመተግበር ዝርዝር የአሠራር ሥርዓት መዘርጋት በማስፈለጉ የስደተኞች እና ተመላሾች አገልግሎት በስደተኞች ጉዳይ አዋጅ ቁጥር 1110/2011 አንቀጽ 46 (2) መሠረት ይህን መመሪያ አውጥቷል፡፡

Acknowledging the necessity for a comprehensive directive to effectively implement Article 26 of Refugee Proclamation No. 1110/2019 which guarantees the right to work for refugees and asylum seekers, and its pursuit of durable solutions, fostering self-sufficiency, independence, and productivity among recognized refugees and asylum seekers is critical for their successful integration into Ethiopian society; the Refugees and Returnees Service, exercising the authority vested in it by Article 46(2) of the Proclamation, hereby issues this Directive.
