ድርጅቶች አዋጅ ቁጥር 1113/2011 አንቀጽ 6 ንዑስ አንቀጽ (1) መሠረት ባለስልጣኑ የሲቪል ማኅበረሰብ ድርጅትን መመዝገብ፣ መደገፍ፣ ሥራቸውን ማሳለጥና ማስተባበር እንዲሁም ድርጅቶች ግልጽነትንና ተጠያቂነትን የሚያረጋግጥ የውስጥ አስተዳደርና የራስ አስተዳደር ሥርዓት እንዲኖራቸው አስፈላጊውን ድጋፍ መስጠት እና ተፈፃሚነቱን የመከታተል ሥልጣን እና ተግባራት የተሰጠው በመሆኑ፤

በአዋጁ አንቀጽ 57(1) መሠረት ማንኛውም ድርጅት በባለስልጣኑ መመዝገብ ያለበት መሆኑ የተደነገገ በመሆኑና ይህንን ለማስፈጸም ዝርዝር መመሪያ ማውጣት አስፈላጊ በመሆኑ፧ የተለያዩ ግለሰቦችና ተቋማት የተለያዩ የሲቪል ማኅበረሰብ ድርጅቶችን እንዲያቋቁሙና የሕዝብን ተጠቃሚነት ለማሳደግ የሚያደርጉትን ጥረት ማገዝና ወጥነት ያለው የምዝገባና አስተዳደር ሥርዓት በመዘርጋት ቀልጣፋ አገልግሎት በመስጠት ድጋፍ ማድረግ የሕዝብን ተጠቃሚነት ለማሳደግ ጠቃሚ በመሆኑ፤

በሀገራችን በተለያዩ አካባቢዎች ዜጎች በበጎፈቃደኝነት የሲቪል ማኅበረሰብ ድርጅቶችን እያቋቋሙ የተለያዩ በጎአድራጎት ስራዎችን የመሥራት ባህል እየዳበረ በመሆኑና ይህንንም ማበረታታትና ወጥነት ባለው መልኩ፣ ዘላቂነነት ያለው፣ ግልጽነትና ተጠያቂነት የሰፈነበት አሠራር መዘርጋት አስፈላጊ በመሆኑ፤

ከላይ የተጠቀሱትን ድንጋጌዎች ለማስፈጸም መመሪያ ማውጣት አስፈላጊ ሆኖ በመገኘቱ የሲቪል ማኅበረሰብ ድርጅቶች ባለሥልጣን በአዋጁ አንቀጽ 89 ንዑስ አንቀጽ (2)፤ አንቀጽ 51(3) መሠረት ይህን መመሪያ አውጥቷል፡፡

WHEREAS, pursuant to Article 6(1) of Civil Society Organizations Proclamation No. 1113/2019, the Authority has been given the power and duties to register, support, facilitate and coordinate activities of civil society organizations and to provide the necessary support for organizations to have an internal management and self management system that ensures transparency and accountability and to monitor its implementation;

WHEREAS, it is stipulated in Article 57(1) of the Proclamation that any organization must be registered by the authority and it is necessary to issue a detailed directive to enforce this;

WHEREAS, since it is important to help various individuals and institutions to establish various civil society organizations and their efforts to increase public benefits, and to provide efficient services by establishing a consistent registration and management system, it is imperative to increase public benefits;

WHEREAS, since the culture of conducting various charitable activities is developing in various areas of our country, citizens are voluntarily establishing civil society organizations and it is important to encourage the same and establish a consistent, sustainable, transparent and accountable system;

WHEREAS, it is necessary to issue directives to implement the above mentioned provisions, the Authority of Civil Society Organizations has issued this directive in accordance with Articles 89(2) and 51(3) of the Proclamation.
