በኢ.ፌ.ዲ.ሪ የአስፈጻሚ አካላትን ሥልጣንና ተግባር ለመወሰን በወጣው አዋጅ ቁጥር 1263/2014 አንቀጽ 19 ንዑስ አንቀጽ 4 መሠረት የትምህርት ሚኒስቴር ይህን መመሪያ አውጥቷል፡፡

In accordance with artcle 19 sub-article 4 of proclamation No. 1263/2021, by the powers and responsibilities of the FDRE executive bodies, the minisetry of education declared this directive.
