Whereas, in order to avoid and prevent natural and manmade accidents and to address accessible required supports to the victims;

Whereas, for the purpose of the urban dwellers safety and comfortable livelihoods particularly regarding safety and security of children, women, disabled, old aged, and others relevant supports of social groups regarding special support needs;

For the purpose of protection to the social vulnerable, including relevant social security protection, supports, furthermore for the purpose of empowering and consolidating social supports and aids, the government, main governmental organizations different stakeholders, the business men/women and all the communities and community groups of social responsibilities executives with important shares and roles of the stakeholders required for important coordination and contributions;

In Addis Ababa city government, the city government women’s and children’s affairs bureau executive body based on vested power pursuant to proclamation No. 74/2022 in particulars reference to article 15 sub article 2 as stated under item number E just for the sake of determining practices and implementation scope of the bureau formulated this particular vulnerable social classes protection directives.
