የኮንስትራክሽን ኢንዱስትሪውን ፖሊሲና ስትራተጂ ተጣጥመው እንዲቀረጹ፣ ለታለመው ግብ በታቀዱትና በህጉ መሠረት እንዲገነቡ እና በዲዛይኑ መሠረት ለተተለመው የመሰረተ ልማቱ እድሜ እንዲያገለግሉ በተጨማሪም ለኢንዱስትሪው ልማት ምርታማነትና አቀፍ ደረጃ ምርጥ ተሞክሮዎችንና ቴክኖሎጂዎችን በመለየት ቀጣይነት ያለው እድገት እንዲመጣ እና በስራ ወሰናቸው፣ በጥራት ደረጃቸው፣ በመጠናቀቂያ ጊዜያቸውና በተመደበላቸው በጀት እንዲከናወኑ ለማስቻል የከተማ ልማትና ኮንስትራክሽን ሚኒስቴር መ/ቤት በአዋጅ ቁጥር ፩ሺ፺፯/፪ሺ፲፩ ዓ.ም አንቀጽ ፲ (፩(ሐ)) እና ፳፪/አ እና በአዋጅ ቁጥር ፩ሺ፪፻፲/፪ሺ፲፪ ዓ.ም. አንቀጽ ፳(፫) በተሰጠው ሥልጣን መሠረት ይህን መመሪያ አውጥቷል፡፡
