ወሰን በወጣው አዋጅ ቁጥር 74/2014 ንዑስ አንቀጽ 65 ንዑስ አንቀጽ (3) መሠረት አስተዳደሩ ካቢኔ በደንብ ቁጥር 127/2014 ०८ የከተማ አስተዳደሩ የልማት ድርጅት ሆኖ እንዲቋቋም መደረጉ፤

በመሆኑም የድርጅቱን ራዕይና ተልዕኮ ለማሣካት፣ ድርጅቱን በኮንስትራክሽን ዲዛይን፣ ግንባታ፣ ማማከር፣ የግንባታ ግብዓት ምርት ማምረትና መሸጥ እንዲሁም ተያያዥ ስራዎችን አፈጻጸም ውጤታማ ለማድረግ የተቀየሱ የለውጥ እርምጃዎች እና ስትራቴጂዎችን በሙሉ ቁርጠኝነት እና ተነሣሽነት ተግባራዊ ለማድረግ የሚችሉ ብቁ የሆኑ ሠራተኞችን በመመደብ አዲስ የተጠናው የአደረጃጀት ጥናት የታለመለትን ግብ እንዲመታ ለማድረግ የሚያስችል የሰው ሀብት ምደባ አፈጻጸም የሕግ ማዕቀፍ ማዘጋጀት አስፈላጊ በመሆኑ፤

የአዲስ አበባ ከተማ አስተዳደር የኮንስትራክሽን ዲዛይን፣ ግንባታና ማማከር ድርጅት በአዲስ አበባ ከተማ አስተዳደር የአስፈጻሚ አካላትን ሥልጣንና ተግባር ለመወሰን በወጣው አዋጅ ቁጥር 74/2014 አንቀጽ 15 ንዑስ አንቀጽ 2 ተራ ፊደል (ሠ) መሠረት ይህንን መመሪያ አውጥቷል፡፡

Whereas the Addis Ababa City Administration construction Design, Building and Consultation Enterprise, was established, as a development enterprise, by the decision of the Administration’s Cabinet under Regulation no.; 127/2014 in accordance with Article 65 Sub article (3) of Proclamation no.: 74/2014 adopted to determine the mandate and duties of the Addis Ababa City Administration’s Executive Organs;

Whereas, in order for the Enterprise attain its vision and mission; ensure efficiency of the enterprises performance in terms of operations related with construction design, building, consultancy, input materials production and sales and related activities by assigning qualified personnel who are fully committed and motivated to implement the transformation measures and strategies designed to this affect and whereas such endeavor requires placement of human resource with capability to achieve the goal set in revised organizational structure;

Now therefore, Ababa City Administration Construction Design, Building and Consultation Enterprise hereby issued this directive in accordance with Article 15 Sub article (2) sub paragraph (E) of Proclamation no.: 74/2014 E.C adopted to determine the mandate and duties of the Addis Ababa City Administration’s Executive Organs.
