ሲሚንቶ ለማምረት ፈቃድ ወስደው ወደ ስራ ለገቡና ለሚገቡ የሲሚንቶ አምራቾች ክትትል እና ድጋፍ በማድረግ የሚያጋጥማቸውን ችግሮች መለየት እና መፍታት እንዲሁም በሙሉ አቅማቸው የሚያመርቱበትን ምቹ ሁኔታ በመፍጠርየሲሚንቶ ምርት ምርታማነት እና ጥራት ከፍ ማድረግ በማስፈለጉ፤`

ለሲሚንቶ ምርት ግብዓት የሚሆኑ ማዕድናት በሚመረቱባቸው አካባቢዎች የሚገኙ ነዋሪዎችን የልማት ተጠቃሚነት ማረጋገጥ በማስፈለጉ፤

በአዋጅ ቁጥር 1263/2014 አንቀጽ 23 እና በማዕድን ስራዎች አዋጅ ቁጥር 678/2002 (እንደተሻሻለው) አንቀጽ 82 (2) መሠረት ይህ መመሪያ ወጥተዋል፡፡

WHEREAS it is necessary to supervise and support Cement factories that have been granted a license and commence production, to identify the problems they encounter and resolve such difficulties as well as create suitable conditions for them to utilize their full capacity and enhance the cement productivity and quality.

WHEREAS it is necessary to ensure the benefit of res idents found at locations whereby the input minerals for cement are produced.

NOW, THEREFORE, this Directive is issued pursuant to Article 23 of the Proclamation No.1263/2021 and Mining Operation Proclamation No. 678/2010 (as amended) Article 82 (2).
