የእናት ጡት ወተት ማጥባትን ማበረታትና መጠበቅ ለጨቅላና ታዳጊ ህጻናት ጤናማ እድገት፣ የሥነ ምግብ ፍላጎትና ሌሎች ማኅበራዊ ሁኔታዎች አስፈላጊ በመሆኑና የእናት ጡት ወተት ማጥባት በመጀመሪያ ደረጃ ጤና አጠባበቅ ከመተግበር አንጻር አስፈላጊ ገጽታ ያለው በመሆኑ፤

አግባባዊ ባልሆነ መንገድ ጨቅላ ህጻናትን በመመገብ ሂደት ሊደርስ የሚችለውን የጤና ችግርና ከባድ ለሆኑ ኢንፌክሽኖች ተጋላጭነት እንዲሁም አላስፈላጊና ተገቢ ያልሆኑ የእናት ጡት ወተት ምትክ አጠቃቀምን ከግንዛቤ በማስገባት በማስፈለጉ፤ የጨቅላ እና ታዳጊ ህጻናትን ጤንነት ከማስተዋወቅና ከመጠበቅ አንጻር ብሔራዊ ትኩረት እንዲያገኝ በማደረግ የህጻናት ወተት ደኅንነት፣ ጥራትና የገበያ አቅርቦት ሂደት በአግባቡ መቆጣጠር እንዲቻል፤

በኢፌድሪ ህገ-መንግሥት በተገለጸው መሠረት የልጆችን የመኖር መብት ለመጠበቅና ለማረጋገጥ፤ በምግብና መድኃኒት አስተዳደር አዋጅ 1112/2011 አንቀጽ 71 (2) መሠረት ይህ መመሪያ ወጥቷል፡፡

WHEREAS encouragement and protection of breastfeeding is an important part of the health, nutrition, and other social measures required to promote healthy growth and development of infants and young children; and that breastfeeding is an important aspect of primary health care;

WHEREAS considering the vulnerability of infants and the potential health risks, including severe infections associated with inappropriate feeding practices, such as the unnecessary and improper use of baby foods;

WHEREAS following the national attention afforded to the promotion and protection of infants and child health, it is found essential to adequately regulate the safety, quality, and marketing of baby foods;

WHEREAS it is necessary to ensure and safeguard the right to life of children mentioned under the FDRE Constitution;

NOW THEREFORE this directive is issued in accordance with Article 71 (2) of the Food and Medicine Administration Proclamation 1112/2019.
