በትምህርትና ሥልጠና ፍኖተ ካርታ በተሻሻለው የትምህርትና ሥልጠና ፖሊሲ የትምህርት ጥራት ማስጠበቅ ቀዳሚው ቁልፍ ጉዳይ ሆኖ እየተሰራ ስለሚገኝ፤ ብቁና ተወዳዳሪ ምሩቃን ለማፍራት በትምህርት ተቋማት የሚሰጠው የተግባር ትምህርት በተገቢው ሁኔታ መሰጠቱ እጅግ አስፈላጊ ስለሚሆን፤

የአካዳሚክ ቴክኒክ ረዳት ባለሙያዎች ለዚሁ ብቁ ምሩቃን የማፍራት ሥራች የላቀ ሚና ስለሚጫወት የሥራ ሁኔታቸው ማለትም መብትና ግደታውን የሥራ ሚናቸውንና ተግባራ ያላቸውነ ጥቅማ ጥቅም መደንገግ በማስፈለጉ፤

የትምህርት ሚኒስቴር በከፍተኛ የመንግሥት ትምህርት ተቋማት እና በማስተማሪያ ሆስፒታሎች የሚሰሩ የአካዳሚክ ቴክኒክ ረዳቶችን ተግባርና ኃላፊነት እና ጥቅማ ጥቅምን ለመወሰን የወጣ የሚኒስትሮች ምክር ቤት ደንብ ቁጥር 534/2015 አንቀጽ 7 ንዑስ አንቀጽ 1 መሠረት የሚከተለውን መመሪያ አውጥቷል።

Recognizing the vital necessity of ensuring that educational institutions deliver practical education under optimal conditions to foster the emergence of competent and competitive graduates.

In light of the paramount significance attributed to upholding educational quality within the revised education and training policy outlined in the education and training roadmap,

Acknowledging the pivotal role played by academic technical assistants in the production of competent graduates. necessitating the appropriate regulation of their working conditions encompassing their rights and obligations.

This Regulation is issued by the ministry of education In accordance with the provisions stipulated in Article 7, sub-article 1 of The Roles, Responsibilities and other benefits of Academic Technical Assistants working in Public Governmental Higher Education Institution and Teaching Hospitals Council of Ministers Regulation No.534/2023.
