በአዲስ አበባ ከተማ አስተዳደር ስር የሚገኙ ወጣቶች ከተለያዩ ማሕበራዊ፣ ኢኮኖሚያዊና ፖለቲካዊ ችግሮች ተላቀው በከተማውና በአገራዊ ልማት ንቁ ተሳታፊና ተጠቃሚ እንዲሆኑ ለማስቻል የወጣቶች ስብዕና መገንቢያ ማዕከላት ጉልህ አስተዋፅኦ በመታመኑ፤ እንዳላቸው

የወጣቶች ስብዕና መገንቢያ ማዕከላት በተጠናከረ፣ ቀጣይነት ባለውና ወ ወጣቶችን ባሳተፈ መልኩ ወጣቶች በአካል፣ በአዕምሮና ስነ-ልቦና ራሳቸውን የሚያጎለብቱባቸዉ እንዲሁም በእረፍት ጊዜያቸው የሚዝናኑባቸዉ ቦታዎች እንዲሆኑ ማስቻል በማስፈለጉ፤

የወጣቶችና ስፖርት ቢሮ በአዲስ አበባ ከተማ አስተዳደር አስፈፃሚ አካላት ማቋቋሚያ አዋጅ ቁጥር 74/2014 አንቀጽ 15 ንዑስ-አንቀጽ (2) ተራ ፊደል (ሠ) መሠረት ይህን መመሪያ አውጥቷል፡፡

Whereas, it has been considered that the youth personality enrichment centers have paramount importance to enable the youth to actively participate in the overall development endeavors of the city and the nation as well as to help them benefit from the thereof through tackling the various social, economic, and political problems of the youths of the Addis Ababa City government;

Whereas, it has been found necessary to enable the youth personality enrichment centers to provide services in an effective, sustainable manner and through the participation of the youth so as to make the centers conducive for the youth to develop themselves physically, mentally, and psychologically as well as entertain themselves in their leisure time;

Now, therefore, in accordance with letter (E) of Sub-Article (2) of Article 15 of the Addis Ababa City Government Executive Organs Establishment Proclamation number 74/2021, the Youth and Sports Bureau has issued this directive.
