WHEREAS, it is necessary to establish an accountable, quality and accessible health service delivery system through putting in place a national standard of health service;

WHEREAS, it has become necessary to establish a system that meets the health need of the public by modernizing the country’s health service provision;

WHEREAS, it has become necessary to conduct a legislative reform that enables to make the country’s regulatory system on health and health institution; health professionals; as well as health related institutions effective, efficient and uniform;

WHEREAS, it has become necessary to establish a standard of procedures in which a research activities that improve the health service system could be conducted and implemented;

WHEREAS, it has become necessary to improve the client’s safety, quality, equitable and accessibility of the health and health related service through establishing a health information system and ensuring information-based decision making.;

NOW, THEREFORE, in accordance with Article 55 (1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
