Recognizing education as a fundamental human right, as emphasized by the Constitution of the Federal Democratic Republic of Ethiopia, there has been a lack of a comprehensive law that ensures the quality,
accessibility, and equity of education;

Whereas the Constitution mandates the government to ensure that general education is equitably accessible to all citizens through various international agreements and policies adopted by our country;

Whereas the federal government is responsible for determining the quality, relevance, and equity of education, particularly at different levels of education, and the need to enact laws to enforce this mandate;

Whereas the government, society, and other stakeholders need a legal framework to provide appropriate support for education development; by structuring education management in a decentralized manner;

Whereas, despite the existence of scattered laws and Regulations regarding general education, there is no comprehensive general education law guiding the direction of education development;

Now, therefore, in accordance with Article 55 (1) of the Constitution of the Federal Democratic Republic of Ethiopia, the following has been proclaimed.
