WHEREAS, building or building improvement and service transformation work where it is necessary to protect public health and safety and ensure access and accessibility of buildings to persons with disabilities as well as those in need of special support and to the general community as a whole; WHEREAS, it is necessary to enact the enforceability of Building Codes of Ethiopia that are being implemented and enforcing them on all building constructions;

WHEREAS, it is appropriate to establish a transparent and easy-to-implement system to address the problems of good governance, accessibility for disabled person, construction quality and wastage of resources identified by the existing law; WHEREAS, the Federal Democratic Republic of Ethiopia Government is given with the power to issue and execute health, education as well Science and Technology National requirements and basic policy measurements according to the FDRE Constitution Article 51/3/; now, therefore, in accordance with Article 55 (1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is Proclaimed as follows.
