WHEREAS, the attainment of our development objectives requires the direct participation of youth in the economic activities of our country;
WHEREAS, it is necessary to provide youth with financial and technical support to help them alleviate their economic and social problems through engagement in organized income-generating activities with a view to ensuring their all-rounded participation and benefit;
WHEREAS, to make available the financial resources needed to enable youth to realize their productive potential and become direct participants in the economic activities of our country, it is necessary to establish the Youth Revolving Fund;
NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
