WHEREAS rising rent increases have been causing financial burdens and hardships, affecting the lives and livelihoods of citizens;

WHEREAS the right to housing is a pressing and fundamental human right, and in addition to the Government’s efforts in providing housing and regulating urban residential rent, ensuring affordability and fairness has become imperative;

WHEREAS, it is necessary to establish a transparent and accountable rent control and administration law that strikes a balance between the interests and fundamental rights of homeowners and tenants;

NOW,THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
