WHEREAS, it has become necessary to address gaps in the implementation of the Immigration and Citizenship Services provided by the Immigration and Citizenship Service by the law, which are detrimental to national interests and security;

WHEREAS, it is necessary to transform the Service in order to efficiently carry out the powers and duties given to the Service, to safeguard national interests and security, to provide internationally competitive services and to create the capacity to support the overall national development and growth;

NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows.
