በከፍተኛ ትምህርት ተቋማት የአዳዲስ አካዳሚክ ፕሮግራሞች አከፋፈትና የስርዓተ ትምህርት ትግበራው ከማህበረሰቡ ኢኮኖሚያዊ እና ማኅበራዊ ለውጦች አንጻር ተገቢነታቸውን መፈተሸ በማስፈለጉ፤

የአካዳሚክ ፕሮግራሞችና ስርዓተ-ትምህርት ዝግጅት ከሀገራዊው ስታንዳርድ ጋር በተጣጣመ ሁኔታ የትምህርት ጥራትንና ተገቢነትን ማረጋገጥ በማስፈለጉ፤

አዳዲስ የትምህርት ፕሮግራሞችን የመክፈትና ነባር ፕሮግራሞችን የመከለስ ሂደት በተቋማት መካከል የተናበበ አፈጻጸምን የሚከተል እንዲሁም አላስፈላጊ የአካዳሚክ ፕሮግራሞች ድግግሞሽን በማስቀረት የማህበረሰቡ ኢኮኖሚያዊና ማኅበራዊ ፍላጎቶች ወቅቱን የጠበቀ ምላሽ ሰጪ የአሠራር ስርዓት የሚተገበርበትን የሕግ ማዕቀፍ ማውጣት በማስፈለጉ፤

በመሆኑም የአስፈፃሚ አካላት ሥልጣንና ተግባር ለመወሰን በወጣው አዋጅ ቁጥር1263/2014 አንቀጽ 34(2) እና በከፍተኛ ትምህርት አዋጅ ቁጥር 1152/2011 አንቀጽ 86 ንዑስ አንቀጽ 5 ለትምህርት ሚኒስቴር በተሰጠው ሥልጣን መሠረት ይህንን መመሪያ አውጥቷል፡፡

WHEREAS, it has become necessary to ensure continuous monitoring during the opening of new academic programs and curriculum implementation at higher education institutions to confirm that programs remain relevant in terms of the socio-economic needs and validate changing demands of the society;

WHEREAS, it has become necessary to assure quality of education and relevance and alignment of the programs and design of curricula with the national standards;

WHEREAS, it has become necessary to lay down appropriate legal framework to open new programs, diminish differences, avoid redundancy/duplication of programs and curriculum as well as to review the programs and curricula in similar procedures to respond timely for the needs of socio-economic development of the country;

NOW, THEREFORE, based on the authority vested in the Ministry of Education, and in accordance with proclamation 1263/2014 Article 34 (2) of the definition of powers and duties of the Ministry, and of Higher Education Proclamation No 1152/2019 with article 86 sub article 5, it is hereby declared as follows:
