ይህንን መመሪያ ማውጣት ያስፈለገበት ዋና ዋና ምክንያቶች፦

የኮንሰትራክሽን ዘርፍ ቴክኖሎጂዎች፣ የምርምርናምርጥ ችግር ፈቺ የፈጠራ ሥራዎች፣ ተሞክሮዎች ላይ በመሰማራት ከፍተኛ አስተዋጽኦ ላደረጉ ተቋማትና ግለሰቦች እውቅና፣ ማበረታቻና ሽልማት መስጠት አስፈላጊ በመሆኑ፤

በኮንስትራክሽን ቴክኖሎጂ የፈጠራ ዝንባሌን፣ ምርምርና ምርጥ ተሞክሮዎችን በዘርፉ ተዋንያን ለማሰረጽና ለማስፋፋት ምቹ ሁኔታዎች እንዲፈጠሩ ለማድረግ፤

በኮንስትራክሽን ኢንዱስትሪው ቴክኖሎጂን፣ የምርምር ውጤቶችንና ምርጥ ተሞክሮዎችን የመጠቀም እና የማሻሻል አቅም እንዲጎለብት በማድረግ የኢንዱስትሪውን ዕድገት ለማፋጠን፣
የኮንስትራክሽን ኢንዱስትሪውን ፍላጎት የሚያረኩ ቴክኖሎጂዎች፣ ምርምርና ምርጥ ተሞክሮዎችተግባራዊ የሚሆኑበትን አሠራር ለማመቻቸት፤

የኮንስትራክሽን ቴክኖሎጂ፣ ምርምርና የምርጥ ተሞክሮዎችባለቤቶች የሚደገፉበትንና ዕውቅና የሚያገኙበትን አግባብ በዕቅድና በሥርዓት እንዲመራ ለማስቻል፤

ችግር ፈቺ ቴክኖሎጂ፣ ምርምርና ምርጥ ተሞክሮዎችን ለመገምገም፣ ለመመዘንናን ለመምረጥ የሚያስችል አሠራር ለማስቀመጥ፤

የሚኒስቴር መስሪያ ቤቱን የቴክኖሎጂ ሽግግር የማስፈጸም አቅም በሂደቱ ውስጥ ለማሳደግ፧ የኮንስትራክሽን ዘርፉን ቴክኖሎጂ የመማር፣ የመጠቀም እና የማሻሻል እንዲሁም የምርምር ሥራዎችንና ምርጥ ተሞክሮዎችን ወደ ተግባር የመለወጥ አቅምና ባሕልን ለማጎልበት፤

የሚኒስትሮች ምክር ቤት የኮንስትራክሽን ደንብ ምክር ቤትን ለማቋቋም ባወጣው 419/2010 የኮንስትራክሽን ምክር ቤት ከተሰጡት ሥልጣንና ተግባር መካከል በአንቀጽ 5(12) ለኮንስትራክሽን ኢንዱስትሪ ልማት ተዋንያንና ባለድርሻ አካላት እውቅና እና ማበረታቻ የሚሰጥበት ሥርዓት እንዲዘረጋና ተግባራዊ እንዲሆን ይመክራል፣ አቅጣጫ ይሰጣል፣ አፈጻጸሙንም ይከታተላል በሚል ተደንግጓል፡፡ በዚሁ ደንብ አንቀጽ 9 ላይ የከተማ ልማትና ኮንስትራክሽን ሚኒስቴር ደንቡን ለማስፈጸም መመሪያዎችን ሊያወጣ የሚያስፈልጉ እንደሚችል በተደነገገው መሠረት ሚኒስቴሩ ይህንን መመሪያ አውጥቷል፡፡

The followings are reasons to issue this directive:-

Whereas it is necessary to provide recognition, incentives and awards to institutions and individuals who have made significant contributions to the construction sector problem solving construction technology, research works and best practices.

Whereas it is necessary to create favorable conditions for actors in construction sector to extend and expand construction technology innovation, research works and best practices.

Whereas it is necessary to accelerate the growth of the industry by enhancing the capacity of the construction industry to use and improve technology, research and best practices.

Whereas it is necessary to facilitate the implementation of technologies, research and best practices that meet the needs of the construction industry;

Whereas it is necessary to guide the planning and system in which owners of construction technology, research works and best practices are supported and recognized;

Whereas it is necessary to set up a system to assess, evaluate and select construction technology, research works and best practices;

To increase the capacity of the Ministry to implement technology transfer in the process;

Whereas it is necessary to develop the capacity and culture of the construction sector to learn, use and improve technology, and to turn construction technology, research and best practices into action;

The regulation issued by Council of Ministers No. 419/2018 for establishment of the Construction Industry Council pursuant to article 5 (12) the council advises on the establishment of a system whereby the construction industry actors and stakeholders be acknowledged and awarded; issue direction; and monitor its implementation. Now, therefore, this directive is issued by the Ministry of Urban Development and Construction pursuant to article 9 of the regulation.
