State of Emergency Proclamation Issued to Defend the Constitution and Constitutional Order From Threat Council of Ministers Proclamation

WHEREAS, it is recognized that the government has responsibility to protect and defend the Constitution and Constitutional order from threat, to enforce peace and security of the country, and to protect Constitutional rights of citizens to free movement, freedom of residence in a place of their choice and acquire property through realization of unity and equality of the people;

WHEREAS, it is noted that since recent time in certain areas of our country ethnic based
attack is committed and displacement of the people is occurring, our country’s economy is affected, property is destroyed, public peace is disturbed which is violating and endangering the Constitution and Constitutional order; peace and security of the
people, eroding the value of the people to live in unity, stranding public and private activities, and weakening rule of law and replacing in its place violent unrest and disturbance as well as disorder is prevailing; and this situation has been wide spreading and linger;

WHEREAS, it is believed that the dangers posed against the Constitution and Constitutional order reaches to the level that it cannot be contained through regular law enforcement, and is also believed necessary to proclaim emergency proclamation that enables to take especial measures in order to defend the Constitution and Constitutional order;

NOW, THEREFORE, in accordance with Article 93/1/ a) of the Constitution of the Federal
Democratic Republic of Ethiopia it is hereby proclaimed as follows.
