WHEREAS, the Council of Ministers has approved on 16th day of February 2018 the Constitution and Constitutional order Defense from Threat State of Emergency Proclamation;

WHEREAS, based on Article 93 (2) (b) of the Constitution, the State of Emergency Proclamation decreed by the Council of Ministers shall be presented to the House of Peoples’ Representatives within fifteen days;

WHEREAS, the House of Peoples’ Representatives has ratified this proclamation on the 2nd day of March 2018;

NOW, THEREFORE, in accordance with Article 93 (2) (b) and Article 55 (8) of the Constitution of the Federal Democratic Republic of Ethiopia, the State of Emergency Proclamation is hereby proclaimed as follows:
