WHEREAS, Ethiopia’s seed sector is vital to enhance the country’s agricultural economic development, facilitate direct foreign investment, hard currency generation, leading agricultural import-export trade balances, food, nutrition, feed and forest products security;

WHEREAS, it has become necessary to supply improved varieties and quality seed in required amount and quality to producers by putting in place a sustainable seed system with the purpose of enhancing its contribution to ecosystem;

WHEREAS, it is essential, through ensuring private and public seed companies’ participation and global competitiveness, to strongly enhance the seed sector’s contribution to research, introducing technology and its adoption, for enhancing production, productivity and product quality;

NOW, THEREFORE, in accordance with Article 55 Sub-Article (1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows.
