WHEREAS, it has become necessary to put in place a procedure to accommodate the changes that have passed since the proclamation was issued and the changes that follow the changes in international and national conditions;

WHEREAS, it has become necessary to have a travel information and registration system in line with other countries and to ensure the legitimacy of people passing through the country’s exit and entrance gates, it is necessary to amend the proclamation to easily prevent crime and reduce the social and economic damage that may be caused to the country;

NOW, THEREFORE, by Article 55(2) (e) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows.
