WHEREAS, realizing the significant role of health in securing proper life and productivity of the people and recognizing that drug shares a vital role in the health service, as well as in animal fertility and productivity and economic development of the country;
WHEREAS, it is found necessary to ensure the safety, efficacy, and quality of a drug and so to maintain the proper production, distribution, and use;
WHEREAS, it is found necessary to deter the illicit production, traffic, and use of narcotic drugs and psychotropic substances;
WHEREAS, to achieve these ends, it is found necessary to establish an effective system of drug administration and control;
NOW, THEREFORE, in accordance with Article 55 (1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
