WHEREAS; the Ethiopian Federal Public Procurement and Property Administration Proclamation No. 649/2009 had gaps in regard to its content and implementation;

WHEREAS; it has become necessary to redefine the scope of application of the Federal Public Procurement and Property Administration Proclamation to encompass Public Enterprises;

WHEREAS; it is found necessary to clarify the administrative accountability resulting from violation of the law in the execution of Public Procurement and Property Administration by improving the transparency and accessibility of the public procurement and property administration System;

NOW,THEREFORE, in accordance with Article 55 Sub-Article(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows.
