WHEREAS, the human resource recruitment and selection of Civil Servants is based on a transparent, competition system and taking in to an account the need to improve delivery of services through updated procedural systems and methods that assure government offices discharge their duties, responsibilities and mission with competency in order to obtain the required quality and efficiency;

 WHEREAS, building public service and  administration that ensures Federal Government office Civil Servant exist in accordance Ethiopian societal diversity and inclusiveness shall be necessary;

WHEREAS, the importance of establishing competency assurance evaluation system of Civil Servants, establish system substantially responsive to the need and enquires of the public by ensuring fair, efficient, accessible service and improve administration of Civil Servants that increase productivity as well as to retain existing Civil Servant;

WHEREAS, in order to enhance government’s execution capability and responsibility to the satisfaction of citizens and promote socio economic development shall be necessary to issue a Civil Servants Proclamation;

 WHEREAS, promote healthy competition between  employees with the view of establishing an incentive
and reward system;

NOW THERFORE, in accordance with Article 55 (1) of the Constitution of the Federal Democratic Republic of Ethiopia, It is hereby proclaimed as follows.
