WHEREAS a Loan Agreement, between the Federal Democratic Republic of Ethiopia and the African Development Fund stipulating that the African Development Fund provide to the Federal Democratic Republic of Ethiopia a loan in the amount of 72,600,000 U.A (seventy two million six hundred thousand Units of Account) for additionally financing Basic Services Program Phase II was signed in Addis Ababa on the 15th day of December, 2010;

WHEREAS the House of Peoples Representatives of the Federal Democratic Republic of Ethiopia has ratified the Financing Agreement at its session held on the 21 day of December 2010;

NOW, THEREFORE, in accordance with Article 55(1) and (12) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows
