WHEREAS, it has become necessary to specify the implementation of the provisions of Chapter Seven of the Constitution of the Federal Democratic Republic of Ethiopia with regard to the President of the Republic;
WHEREAS, it has become necessary to regulate and strengthen the constitutionality of the presidential institution and to respect the rights and benefits of the Ex-President of the Republic, taking their service into consideration;
NOW, THEREFORE, in accordance with Article 55(1) of the Constitution, it is hereby proclaimed as follows:
