WHEREAS, it has become imperative to properly address difficulties encountered in the implementation process in the telecommunication sub-sector and introduce new working methods for the same;
WHEREAS, it has become imperative to incorporate new regulatory conditions resulting from technological and operational changes at the international level;
NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
