WHEREAS, the organization of the preceding executive body was not conducive to the efficiency and promptness of activities;
WHEREAS, the executive body is required to carry out its schedule of activities with due promptness;
WHEREAS, it is found necessary to reorganize the Executive Organs of the Federal Democratic Republic of Ethiopia;
NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
