WHEREAS, a Credit Agreement, between the Federal Democratic Republic of Ethiopia and the International Development Association stipulating that the International Development Association provide to the Federal Democratic Republic of Ethiopia a credit amount of 17,100,000 SDR (seventeen million one hundred thousand SDR) for financing Information and Communication Technology Assisted Development Project, was signed in Washington DC on 4th day of January, 2005;

WHEREAS, the House of Peoples’ Representatives of the Federal democratic Republic of Ethiopia has ratified said Development Credit Agreement at its session held on the 261h day of May, 2005;

NOW, THEREFORE, in accordance with Article 55 Sub Articles (I) and (12) of the Constitution, it is hereby proclaimed as follows;
