WHEREAS, it is necessary to build a resilient pharmaceutical supply chain system to avail quality assured essential pharmaceuticals at affordable prices and in a sustainable manner to the public;

WHEREAS, it is appropriate to ensure a reliable and continuous supply of pharmaceuticals in the government health facilities and to devise a mechanism which realizes fair use of the society; by expanding the Service’s source of funds;

WHEREAS, it is appropriate to have adequate legal basis; to enhance the source of pharmaceutical fund, pharmaceutical supply chain management, administration of essential pharmaceuticals reserve stock and related activities, through improving access to essential medicines;

WHEREAS, it is considered appropriate to establish an effective Pharmaceutical supply system which enables the proper use of Pharmaceutical fund for its intended purpose and encouraging local pharmaceutical manufacturers; as the supply of pharmaceuticals has much significance in health-related services, and the share of Pharmaceutical is relatively very high as compared to health service budget;

NOW, THEREFORE, in accordance with Article 55 Sub-Articles (1) of the Constitution, it is hereby proclaimed as follows.
