WHEREAS, establishing a system of civil and family registration plays a key role in planning political, social, and economic developments based on reliable data, in providing different social and economic services to citizens, and in making justice administration expedient and effective;

WHEREAS, it has become necessary to create an accessible, comprehensive, and compulsory civil registration and family registration system that allows citizens to register vital events properly and in a timely manner;

WHEREAS, it has become necessary to provide civil and family registration service for the protection of national security, and for providing efficient services to citizens by the public and private sectors;

WHEREAS, it is important to fill the gaps in the Vital Events Registration and National Identity Card Proclamation No.760/2012 (as amended);

NOW, THEREFORE, in accordance with Sub-Article (1) and (6) of Article 55 of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows.
