WHEREAS, the Council of Ministers has approved on 2nd November, 2021 A State of Emergency Proclamation to Avert the Threat Against National Existence and Sovereignty Proclamation No. 5/2021;
WHEREAS, based on Article 93(2)(a) of the Constitution the State of Emergency Proclamation decreed by the Council of Ministers shall be presented to the House of Peoples Representatives within forty-eight hours for approval;
NOW, THEREFORE, in accordance with Article 93(2)(a) and 55(8) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
