WHEREAS, it has become necessary to revise the Federal Government Financial Administration Proclamation to render effective and efficient the budget preparation, collection and payment of public money, maintenance of accounts, internal audit and the management of public resource and debt by alleviating the problems encountered in the implementation of the Proclamation during the period in which it was in force;

WHEREAS, to render more effective the system of public finance administration it has become necessary
to implement the outcome of the studies carried out under the Civil Service Reform Program;

NOW THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows.
