WHEREAS, it has been stipulates under the state of Emergency Proclamation issued to defend the Constitution and the Constitutional order from threat proclamation No. 2/2018 article 17(1) that the Council of Ministers shall issue Regulation;

WHEREAS, following this, it has become necessary to decree under this Regulation detailed directions that the State of Emergency Command Post follows based on the power given to it to implement the proclamation;

NOW, THEREFORE, the Council of Ministers hereby issues the following Regulation.
