Whereas, the Council of Ministers has approved on 4th day of November, 2020 a State of Emergency Proclamation No. 4/2020 for the Prevention of Constitution and Constitutional order;
Whereas, based on Article 93/2/a/ of the Constitution the state of emergency proclamation decreed by the Council of Ministers shall be presented to the House of Peoples Representatives within forty-eight hours for approval;
Whereas the House of Peoples’ Representatives has ratified this proclamation by total vote at its session held on the 5th day of November, 2020:
Now, therefore , in accordance with Article 93/2/a/ and 55/8/ of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
